The Elmore County Commission will hold a public hearing on Monday, April 8,
2013 at 5:00 p.m. in the old Elmore County Courthouse, 100 East Commerce Street, Wetumpka, Alabama 36092. All citizens are urged to attend and express their views as to the County’s most pressing community development needs.
The purpose of this hearing will be to discuss the Community Development Block Grant (CDBG) program as administered by the Alabama Department of Economic and Community Affairs (ADECA) and possible submission of one or more applications through this program’s various funds. CDBG funds are to primarily benefit low and moderate income persons, or eliminate blight in Elmore County. Information to be presented will include the amount of grant funds available, the range of eligible activities, and a discussion of proposed project for which the County may consider to submit an application for funding assistance.

Relating to Elmore County; to authorize the county commission to levy a lodging tax in the county; to provide for the collection of the tax; and to provide for distribution of the proceeds.
BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
Section 1. (a) This section shall be applicable only to Elmore County.
(b) The county commission may levy and impose, in addition to all other taxes of every kind now imposed by law, a privilege or license tax upon every person, firm, or corporation engaging in the business of renting or furnishing any room or rooms, lodging, or accommodations to transients in any hotel, motel, inn, tourist camp, tourist cabin, or any other place in which rooms, lodgings, or accommodations are regularly furnished to transients for a consideration, in an amount of one dollar fifty cents ($1.50) per night per room, rooms, lodgings, or accommodations; provided, however, that there is exempted from the tax levied under this act any rentals or services taxed under Division 1 of Article 1 of Chapter 23 of Title 40, Code of Alabama 1975. The tax shall not apply to rooms, lodgings, or accommodations supplied for a period of 30 continuous days or more in any place.
(c) The tax herein levied shall be collected in the same manner as the state lodgings tax as provided in Chapter 26, Title 40, Code of Alabama 1975, and the net proceeds, less a reasonable cost of collection, from the tax shall be paid into the county general fund to be used at the discretion of the county commission for capital improvements.
Section 2. This act shall become effective on the first day of the third month following its passage and approval by the Governor, or its otherwise becoming law.
